Dear Kristina, The penetration depth depends on the frequency, not the energy level. The higher RF frequency, the shorter the penetration depth. So 1MHz will go deeper than 3MHz. It's hard to say which one is better if not mention the skin situation and which treatment you want. To be honest, there is no huge difference between 1MHz and 3MHz RF as the frequency is very close.
